There is an entire industry of companies that do guaranteed email
delivery.  They send in properly-sized batches, they maintain
relationships with AOL, gmail, hotmail, and enforce various best
practices (opt in, easy unsubscribe, etc.) and so on.

If you want to do this in-house, it might become a full-time job.
Alternatively, you can pay someone else to do it.

I have friends that are happy with Constant Contact but a web search
for http://www.google.com/search?q=guaranteed+email+delivery finds
other companies too.
